  1. All adult males on the Mayflower, pilgrims or not, were required to sign the Compact before going ashore. The purpose was to bind the signers to whatever rules were later established for governing the group and to prevent individuals who were not pilgrims from going their own way and causing chaos or dissention. So, yes, the purpose was to bind them together as a single self-ruling unit, but remember that the rules were those set by the pilgrims.
