The Operator's Guide for my 2003 Johnson 90 hp ob says to use XD25 2-stroke oil. Can I use XD30 instead ??

Yes! XD-25 was replaced with XD-30 oil a short time ago by BRP (the makers of Johnson).

You can use XD-30 (which is made to pre-mix with the gas in your tank or (if you're boat uses oil injection) you can also use XD-50.
