  1. kc is right, that was the bigger motive behind the whole thing. But also answer B, as "fleeing" teh part of Germany that was under russian rule was pretty easy in the beginning. You simply went to east Berlin and than crossed one of the checkpoints into West Berlin, where you were able to go to authorities and apply for a West-German passport.

    The russians wanted to prevent that out of fear they were about to have control over a part of Germany that was basically free of people living there.
