What do you think Lucius means in Scene 1, line 73 when he says the conspirators’ “hats are plucked about their ears”?

I have no clue what could mean!! "Hats are plucked about their ears"?!?!?!?!?!?!?!?!

Can anyone translate this for me?! What does it mean??

  1. I'm not certain, but I think it means they're timid in their actions.  Keeping a hat plucked about the ears would mean it's pushed down low, hiding their faces.  It could imply their uncertainty about the matter, or their feelings of guilt.
