You highlighted one word in a sixty-page report and base some sort of conspiracy theory on it?  Sorry.  I actually read that report when it came out - it is a standard assessment and in no way lends credence to some sinister plot.  You should be more concerned by the treatment of the indigenous peoples and the treatment of those that tried to flee Vietnam.

What are you referring to in the report? For the life of me I can't understand why people oppose an international forum meant to provide a means for nations to solve their differences without the use of force.
