OK..I've just begun reading Specials and i'm really confused, how did Shay turn Tally into a Special, and force her to be a Cutter?

And also, by the end of the series, does she end up with Zane, David or neither of them?

The only reason why she made her into a cutter was because she had the chance too. She waanted Tally to be with her, on the same side again. She ends up with neither.. Zane Dies :( and David is just her friend. So far..
