The best Power Saving light bulbs? And how to keep house warm during the winter?

Whats the best brand of power saving light bulbs? And the Heating bill here where i live is EXPENSIVE. it gets up to -40c here and i was wondering if there are any tricks or anything that can help keep your house warm with out having the heat on full blast.

I like the GE spiral fluorescents with the regular light bulb base.  For your house, probably the best thing would be to add more insulation, add storm windows if you don't have them, and caulk any leaks you can find.  Also, make sure you don't have air space around your doors.  You can put weather stripping around them.
