Fidel Ramos, President of the Philippine Islands from 1992 to 1998, was born in 1928 and grew up in Lingayen.  He won a government scholarship to the U.S. Military Academy at West Point in 1946, from which he graduated in 1950.  In 1951 he earned a Master's of Civil Engineering from the University of Illinois.
