The buckles of my horse harness are rusting?

I have a horse harness for pulling a cart and the rings and buckles on it have started to rust in some places..1 buckle rusted off and it is a nylon harness is there any place or any way to replace that one and is there any way I can make it stop rusting and or get rid of the rust that there is?

Take it to a saddler and ask if they can replace the broken fittings with stainless steel ones. Clean the rusting ones with steel wool and then spray them with clear lacquer.
