Security guards can use any lights they want, amber, blue, green, red, pink, etc. as long as they are driving on *private* property. When they are driving on public roads, the colors they are allowed to use are regulated according to state law. Here in NY, they may use amber lights, but blue lights are reserved for volunteer firefighters and red is reserved for emergency services (police, fire, and ambulance vehicles).
