  1. Interphase

    The DNA is spread out because it only coils tightly and becomes chromosomes during cell division. During interphase the DNA is loosely coiled.

If this question is in the context of mitosis, then cells spend the majority of their time in interphase.  Within interphase, I would say that cells spend the majority of the time in G1.  During interphase, DNA is spread out; this allows for easier access to genes for replication and transcription.

    "Spread out."  That's a misnomer, though.  It's only spread out when compared with what happens during mitosis.  Chromatin is still coiled and supercoiled.
