Plane is almost certainly the cheapest.Especially if you can get a Air New Zealand grabaseat or similar. Look here at House of Travel as they will compare different flights for you.The cheapest to Wellington at a glance is $55.

You will then need to get a shuttle bus, or bus to the ferry terminal.

There also some cheap buses if you have plenty of time and want to enjoy the scenery on the way.
