The clouds moving....?

Is it the earth moving past the clouds? Or the clouds blowing past us?

clouds move inside the earths atmosphere while the planeets spinning. for egsample if you had a round ball snowglobe, spun it round thats what its like. the earth moves and the clouds go with it.
