Could you help me with it, I dont understand it really.

Each house shall be the judge of the elections, Returns and qualifications of its own members, and a majority of eachshall constitute a Quorum to do business; but a smaller number may adjourn from day to day, and may be authorited to compel the attendance of absent members, in such manner, and under such Penalities as each house may provide

  1. Each house makes the rules for the election of its own members.  A majority of the members must be present to do business, but less than a majority may adjourn the meeting if they do not have a majority.  If they do not have a majority, the members present may issue a quorum call, to require the absent members to attend.  If they ignore the call, a Sargent at Arms may arrest the member and forcibly compel him to attend.  They may also decide  to levy certain penalties against  him or her.
