i imagine you are talking about the US consulate, that is because you must be within the area where you reside,before asking for a visa or whatever. it is like that with all consulates,jurisdictions applies,each consulate has its own area to cover.

The thing is, when you are going to anyother country you will need to go to the closest Embassy for the Visa. You live in Chennai and you can't go to Mumbai(NOT Bombay- British left 50+ years ago).

Don't forget to take NOC(No Obligation Certi.) from your local Police Department.
