I might be thinking about this wrong, but the answer of Feb 29 does NOT make sense in my head.

The day before yesterday might be Feb 28, where he would be 25.  The 29th would come...he turns 26.  The next year comes, no matter what, he will only be 27....even through the rest of the year.

The question might be phrased wrong to where it should say on his next birthday.  Then he'll turn 29 on that birthday, but he will be 28 years old in the year of the next birthday.
