The dealer wont give me my title. its been 45 days. is this legal in the state of virginia.?

they wont give me a second set of temps....

also, i am stationed in fort knox ky but purchased a vehicle in arlington virginia. i was getting surgery and had been on strong pain meds. i went there and signed papers. my wife looked at the contract and they charged us $3500.00 more than what they said. also the 2002 expedition is missing seatbelts and seatbelt latches. lawsuit maybe???????

go back to them and complain get a refund !!
