The differences between with and of?

who can tell me the differences between above two sentences, which one is using "with" and the other is using "of" to modify "scale"?

OR, the first sentence is wrong with the using of "of"?

The first statement is written incorrectly.  It could be on a scale of 1/8th size, but given the context the second is closer to correct (though there should be a comma between scale and with and no comma after the words 'structures' and 'rooms').

The Anasazi settlements at Chaco Canyon were built on a spectacular scale, with more than 75 carefully engineered structures of up to 600 rooms connected by a complex regional system of roads.
