Overall the "short term" rise in the dollar is most likely due to the slight lowering in gas prices, as well as the temporary relief that the mortgage bailout bills that were passed is providing.  Over the long haul this will create more inflation,  however for now your money will be worth a little more.

    However the answer above me is quite correct as well,  foreign investments and outside sources have fed into this rise as well.
