The driver responsibility assessment fee is a fee that you usually pay over a 3 year time period.  However, if a person continues to, for example, speed excessively or get charged with drinking and driving offenses, the fee will increase and could possibly last longer than 3 years.  Visit the NYS DMV at this site for answers.... http://www.nysdmv.com/drp.htm#assess

    No, it never goes away.  Once you owe, the NYS DMV does not forgive it.
