Already it is no more 100% Govt owned, lot of private companies are there in Generation

So many Private wind mills are producing power and feeding into the main grid

Almost all governing should be made private. Our government employees are too badly habituated of negligence. They are well protected by law. Even if they are caught in fraud the government is ought to pay 50% salary during inquriy pending suspension. So they are nothing to lose. The system form bottom most to even as high as SC judges is unique. Can't help.The only way is to hard and harsh punishments by way of privatization. You are right
