  1. There is a real danger to see cities like London to be flooded by an extreme strong water surge from a storm. That's why you have the Barrier on the river Thames.

    But rain won't add anything to the danger. As opposed to the Bible, rain cannot cause a flood. Rain water is only minimal compared to the vast oceans.

    To see a real flood in London you will need this:

    A very strong low pressure centered say, over Germany. From its anti-clockwise rotation, the wind will be blowing from the south-east thus pushing water into the Thames estuary. But luckily, strong low pressures coming from the Atlantic are deepest when they follow a more northly path and pass over say the Faroes Islands. But then, the wind will blow from the south-west and London is safe. If anything, the wind will push the water from the North Sea toward the German bight and it is those people who have to worry mostly.

    Any low moving south of the British Islands will slow down as it reaches the continent. So, you are not so much in a danger although freak weather conditions happen all the time. But those who must be worried of a flood are the Dutch, the Germans and partly, the Danes.
