I would argue the Greeks were the first, as the Phonecians were Semitic language group culture based in Asia Minor....but given the choices and the fact it is probably refreing to the late middle ages / early Renaisance, it's Potugal under Henry the Navigator-Vasco de Gama and all that.


  2. the whole question does not make sense... as the question retains 2 key words...european and  exploration..... if that  is the case..then we have to look at phoneicia in the B.C.period..as they where the first to launch european exploration..other wise if we are talking modern history that is .A.D. period then not even portugal launched exploration but the scandanavians did in the period around 800ad to 900ad..who was ERIC THE RED  discovering... greenland and the north eastern part of the usa ..

    Thanks to Prince Henry the Navigator, Portugal developed a school of navigation and, in the early 1400's, began the systematic exploration of the west coast of Africa hoping to find an all water route to India. In the 1480's and early 1490's, men such as Diaz and Da Gama gave Portugal a distinct advantage over Spain in exploration. Of course Spain's later start with Columbus in 1492 really did not pick up steam until the early 1500's with the likes of Cortez, Pizarro, and others.
