Why does B contain something right and something wrong?  What does high tax revenue have to do with technological advancement?  If anything, it is an impediment to it.  That's why the US was 'king of the world' during the industrial revolution...  abundant resources, LOW taxes & loose regulations, and the brightest and most ambitious people on the planet.. because they came here to make their dreams come true, because in their home countries, they couldn't.

    We can get there again, if we try.

    But if you broke down the second--B then you would have something.

    You need capital to invest in a building and equipment.

    Natural resources were a must---coupled with capital---TAX REVENUES......though HURT industrialization by taking income away from investors

  4. An established middle class; ie a source of entrepreneurs. The nobility (upper class) and the peasants (lower class) did not initiate industrialization. (Needless to say the lower class provided cheap labour for the factories and the nobility collected taxes.)
