    Pericles instituted massive building projects (including the Parthenon), formed the Delian League (providing Athens with an overseas Empire), and provided an effective military strategy (which, unfortunately for Athens, his successors abandoned, costing them in the Peloponnesian War). The Golden Age of Athens is also called the Age of Pericles.

    Solon was an early law maker of Athens, long before the Golden Age.

    Draco was an even earlier law maker, remembered for his very harsh laws.  

    Clisthenes founded Athens democracy which led to the Golden Age of Pericles, but he lived before Athens reached the height of its glory.
