    during ww1 , the govt was under the control of Tsar Nicholas ii (ie. Imperial rule) , until the revolution of 1917 ,  when he was replaced by the bolsheviks .. (red communists - lenin / stalin) who negotiated an end to the war

    in ww2, the same bolshevik (communist) govt under stalin ruled russia
