Question:

The house is brand new and white all over do I need to prime before I paint the rooms?

Most of the new homes are painted with flat paint in the living room, family room, and bedrooms therefore you do not need to prime these rooms.  The kitchen and bathroom are generally semi-gloss.  You may want to prime these rooms if you do not want to see peeling in the future.  Just use a light coat of primer and then paint.  If you want to be cheap, buy a gallon of TSP and wipe the semi-gloss wall down.  This will remove some of the sheen.  Now stop procrastinating your time and start painting:)

Bulders often use flat paint because it hides surface irregularity and less than perfect brushwork. It enables them to dash off a paint job quickly. Most likely, it has been primed before being painted and most likely the top coat was sprayed on. You shouldn't need to prime but it depends on the kind of person you are and the degree of perfection you demand. It never hurts to prime, priming assures adhesion and uniformity. If you are going for light colors, you might be able to tint your primer and get away with one coat top finish. This will depend on how different from white you intend to go and your skill level as a painter.

    Pay special attention to rooms that have high walls as in two story foyers and great rooms or in spaces which have long, raking walls such as in corridors and hallways. With the flat finish paint, things such as wallboard seams and wavy walls are not apparent, choose a higher finish such as an eggshell or satin and the craftsmanship of the artisans will become evident.
