  1. This fault has been around as long as TVs have existed ! I my self must have fixed several hundred at the very least !! It is called vert fold over ! sure to be caused by low value electrolytic capacitor ( say 2.2mfd 65vdc ) in the vert amp circuit ! standard repair by any half competent TV Tech ! Try get an estimate first and watch out for rip off merchants !

  2. Technically something fault in circuit. Consult a service engineer. Since your TV is about 12 years old - my suggestion is - better buy a new one.
