  1. I don't know if this is some kind of test, but the officer who is first at a crime scene has many duties.

    1] Be responsible for safety of public and any arriving officers.

    2] Secure the scene if all is safe.

    3] Other procedures as applies to type of crime scene.

    A would imply that the officer only has a few things to do, where in fact, he has many.

    B states only for securing the scene. Safety is always first, so that's out.

    D. while true, its not the only thing he has to do.

    Any question that says "only.. all...always..few" are usually indicators that they are not the answer. If its vaguely defined or generalized, its not it.

    C. clearly defined responsibilities. That implies more than one or two, but doesn't tell you what those things are. An officer is responsible to secure the scene, officers safety, preserve evidence, call for assistance, call for EMS (if warranted), provide crowd control, and a few others. Out of these answers, I would go with C.
