What type of camera is it?

If it is a Compact, are the batteries fully charged? A lot of power is used in start up.

Is there something that is preventing the lens from opening or fully retracting?

If it is a DSLR?

Is the lens fully clicked into place, in manual mode can you focus and zoom freely?

that's a really vague question. what brand is it? what kind of camera is it (SLR or P&S)?

the only way i can answer this question is if you have a canon sd-x*x series, and the lens wont open when you turn it on. then, if its under warranty, it is. otherwise no.
