  2. Not sure what your question is if you're asking one. You seem to be wanting to make some kind of point. What? Our capital city needs to be governed - and by a single authority. The greater London area covers 33 boroughs - now imagine if everything was left to individual boroughs to decide - there would be disarray, dispute and much worse I suspect. The London Borough of Tower Hamlets experimented with a decentralised governance and very rapidly came to grief - it has a typical centralised governance again for good reason. Now just imagine the chaos we'd have without the Greater London Authority.
