  1. No, one does not directly affect the other.

Your connection to the Internet is like a 2 way street. You download data and upload data. Typically your download speed is alot faster than your upload speed by design. Your ISP, Internet Service Provider, sets up accounts this way by default. Most users don't need much upload speed so they don't give you much. You can run a speed test to measure your download and upload speeds here: http://www.dslreports.com/speedtest

As far as BitTorrent goes some ISP's have taken to blocking and or slowing down Torrent users, namely Comcast. http://blog.wired.com/monkeybites/2007/0... So if your noticing your uploads are very slow when it comes to torrents this is probably why. :/ Comcast got into trouble with the FCC for this too, as they should have. http://seattletimes.nwsource.com/html/bu...

You can buy ISP packages where you get as much Upload as Download speed but expect to pay extra for this. Usually its businesses that are hosting servers that need this level of service. Usually these packages that have alot of upload will be labeled a "Business Account". I have had a Cox Business Account in the past where I could host my web sites, and other servers, from my home PC so I know from experience how this works.

  4. Generally yes, the faster you upload, the larger the percentage of your bandwidth is being used.
