  3. none of the above, the Czar was the most powerful person for most of the history of Russia, the Communist Government lasted only about 80 years, less I think.  Before that the Czar had absolute power, any that his ministers had was through him/Her.  that was so from the time of Ivan the terrible.

    THe czar did not exist in the Soviet Union....Czar was the ruler of Russia..Nicholas II the last czar of Russia was assinated with his family before the creation of the Soviet State

  5. Actually who was most powerful seemed to change. As long as you held one of the important positions and had the clout to back it up you could be in control. Stalin is a perfect example. Technically he was never appointed or elected to leadership, he simply grabbed the power from where he was.
