and worked as a exhaust fitter, i know for a fact he's not a mechcanic faci but have been told that if certain questions are ask and the truth is bent then and only then after training you become a tester Question how come does a 19 year old become a mot testers?

Because, to be a MOT tester, you go on courses etc. and are TRAINED to examine vehicles for possible defects, having mechanical knowledge helps greatly, but you are trained to check a vehicle in a certain way using a well established procedure, just because YOU don't like the results, don't 'shoot the monkey' he's only doing his job....
