  1. there are two verry important things you need to rember here. 1 plug went dead after electrical storm. 2 this is and should be a gfci protected circut. just hearing that you brought your hair dryer out bye the pool to check it tells me you really shouldent be messing with this. if you want to atempt this please at least go get a 5 dollar beeping tester and test the gfci. if the breaker isnot triped and you know fore dam shure witch breaker it is then you should not toutch it and call a electrician please. most likley your gfci went bad it happens. best of luck to you. be safe

  2. It could be that the breaker just tripped - turn it completely off, then back on.

To replace a breaker, I'd first watch someone else do it instead of trying by myself.  It's not really that hard, but could be dangerous if you touch the wrong things.  The removal/replacement of the panel can be awkward and is best done with 2 people.  Ask a friend/neighbor that has a little experience to help.

  3. An electrician can trouble shoot this but I have had a GFCI fail and in that case you would need to replace it. Check your breaker box first to make sure a breaker has not tripped. That should be your first step. It's kind of rare that you would need to replace a breaker in the panel box but not impossible either. If the breaker has tripped, you usually have to shut the breaker off and then back on to reset it. If you know how to ((safely)) use a test light, the breaker is easy enough to check. Also in some cases you may have tripped another GFCI in the house. It's rare but sometimes these GFCI's outside are connected to the bathroom GFCI's. Do some checking before you call in a professional. It could be an easy fix and then again maybe not. It depends on your level of skills,  abilities and understanding of how these things work. Above all, BE SAFE. If you are not sure of what you are doing then don't do it. Electricity that travels through your heart can stop your heart from beating. Be careful.
