The paint in my bedroom has been there for years and peeled off like wallpaper.Why?

The previous owners of the house could have actually painted over wallpaper. People used to do that and then after a few years, the paint would come off in big pieces!! : o

It could have been painted with some sort of plastic based paint such as acrylic, when it dries what is left is really just a big peice of plastic. Or they could have painted over wall paper, but i bet the paint would chip before the wall paper would peel with it.
