The person who gave me the computer didn't give the CD that comes with the system . It's windows 98se,how?

can I make the cd-rom and dvd work? I put a cd-rom and it did nothing. I checked the outside panel and it has 2 slots .One says DVD rom and the other says MSI compact disc.Please help me connect these.
