The post office lost my international mail?

I Sent a package internationally and was told I could not track it because it was under 4pds and they were not a main post office. The buyer of the item did not buy the insurance. Now the package has not shown up at its destination. Will this item get returned to my return address? Any ideas on what I can do? I called the post office and said there was nothing I or they could do.
