  1. either the mesosphere or the stratosphere...i think its the stratosphere.


  2. The further down you are, the higher the air pressure. Air weighs right at 14 lbs. per square inch, at sea level. Death Valley, is below sea level, and will have a higher air pressure. A mine shaft that go's down hundreds, or thousands of feet, will have an even higher air pressure. So to answer your question, beneath the Earth's surface.
