    I would take away B C and D.

    Then add common defense.

    Protecting liberty and providing for a common defense are their only roles permitted by the Constitution if we are talking about the Federal Government in Washington.

    The states are too provide for everything else.

  4. It is going to vary by different governments and different political ideologies, but I believe that the proper role of the government is to ensure liberty and freedom from coercion.

    A good government should espouse individual sovereignty and personal liberty while enforcing voluntary contracts and reducing the amount of coercion.
