    The question is asking for the name of a vascular tissue.

    That eliminates answers 3 and D.

    The question is asking for the vascular tissue in which the flow is from the leaves toward the roots.  That describes only 1 Phloem.

    My biology teacher used to say "food flows through the phloem."

    Then he'd go on to say that xylem carries water and minerals, but that doesn't carry the same memorable flavor.  LOL.
