  1. Teacher certification is handled by the individual state departments of education.  Accredited colleges and universities recommend graduates for certification and the state issues a certificate after the teacher candidate pays a fee and fills out the proper forms.


  2. Each state has a department of education, which sets the standards for certification for teachers within the state.  That power is granted by the state legislature.

  3. The State Department of Education- but most are the same.  They require a bachelors degree in education- elementary or secondary, and a teachers license.  To be fully licensed, most states require that you pass the Praxis teacher exam.  There are a few states (I know Texas is one of them) that require that you take a history for their state (i.e. Texas History).
