The "tank full" light flashing

I inherited a Toyotomi TID-2400 ac unit, without a manual. I tried running it last night. It cooled for maybe an hour, then the "flashing" light came on. Whenver I try to turn it on, the "flashing" light comes on. I filled the tank with water, but to no avail. Without a manual, I have no clue what I should be doing. Any thoughts?
