What does this proverb mean ? :S

it doesn't mean anything, really.  it's not a proverb, it's an exercise in diction, like saying 'how now brown cow'.  it's from the 1964 classic movie 'my fair lady', where audrey hepburn learns to speak properly, like an english lady. it was the phrase her teacher, played by rex harrison, used to help her learn to speak properly.  it would make more sense if you watched the film, it's a great movie, if you like old style musicals!
