The range of voltage 200 to 240ac are Dangerous or not?

Voltages as low as 40 volts can kill you.

It is dangerous as a surge for equipment rated for 115 volt operation. It is also dangerous to have electronics rated for 240 volt operating at 200 volts. Hope that answered your question.
