It's not a promise ring, it's a Claddagh ring.  Remember Angel told her, "My people... before I was changed... they exchanged this as a sign of devotion."  Which is the second time we find out Angel is Irish.

its called a promise ring.. you can normally get one at any jewelery store...my sister has one
