Their is a good chance you have a vary sick bird that need a vet so try to get it their as soon as you can.

Salmonellosis:

Infected birds from this disease will become very thin, fluffed up, and depressed and may get pasted vents and swollen eyelids, which can affect other birds.. This disease is transmitted by contamination of food water and birds.

You really need to take him to an avian vet asap.

Please don't try to treat it yourself, it could be a problem with the eye or it could be a virus, internal illness, anything.

I would just leave it, make sure he is warm, and take him to the vet as soon as possible.
