The tenant in my flat in Pune is not vacating even though as per the agreement I have given him one months?

Inform the Law i.e. the police - they have to heed your request and evict the tenant.

Hire someone trust worthy to go to the flat and change the locks while they are out of the house.  Put a notice that in order to get their belongings they will have to contact you. If possible it would be better to pay someone to move all of their belongings into the hallway or street but that might or might not work out.  I have no idea if this will work here in India but this is what my Grandfather and other landlords do to tenents in the US:-)
