    The sword trapped in the stone meant that the power to rule the land well was trapped, locked away, unable to be used. Because people wanted to pull the sword to gain power, and not to use the sword to rule wisely, the sword/power could not be released. Merlin's knowledge and wisdom in teaching Arthur what he needed to know in order to become a good, strong and wise king did not give Arthur the power to release the sword but helped Arthur realize the power within himself. Arthur was able to pull the sword from the stone when he was mature and able enough to accept the responsibility of power that the sword represented.

    Think of it in a more modern aspect: a barrel filled with hundreds of empty pieces of paper and on one of those pieces of paper has the word 'President' written on it. If we transplant Barack Obama in the Arthur role, then Merlin becomes his campaign adviser, giving him enough education and experience to know which piece of paper he should reach for. Barack still has to be the one to pull that piece of paper out of the barrel, but its the adviser's job to help him realize that he can be the one to do it, that the piece of paper is there waiting for the person who will accept the responsibility of picking it.

    It is not the boy who pulls the sword, but the stone (and thus the land it represents) who gives up the sword to the one it deems worthy.
