  1. The only thing that changes is atmospheric pressure, and it will be about 1/3 of the pressure at sea level.


  2. Yes, the partial pressure of oxygen decreases exactly with the total pressure at altitude. The mix of gases stays the same. Oxygen has about 21 percent of the volume of the air (not of the  mass of the air, because molecular weights of the various gases differ.
